    On November 16, 1998 ADAPT WV filed a complaint with the United States Office of Civil Rights based on the failure of West Virginia medicaid to meet its federal mandate to develop an ADA transition plan which address the need to provide services in the most integrated setting. We asked in August for a copy of the plan (in writing) and received no reply. ADAPT was told by medicaid officials that no plan exists.
